Board Committees-General
The School Board may establish, by Board action, Board standing committees and Board Special Committees. Both types of committees report directly to the Board. A Board committee may not take final action on behalf of the Board it may only make recommendations.

The type, duties, charges, composition and duration of Board committees shall be stated at the time the committee is established, subject to modification from time to time by the Board.


The Board President makes all Board committee appointments, unless the Board acts to reserve that authority to itself with respect to a particular committee when the committee is created. Committee members may include both Board members and non-Board members depending on the committee’s purpose. The President may remove a committee member who has failed to perform productively or who otherwise is no longer suited to serve on the committee. The President shall promptly give the Board and the Superintendent notice, in writing or by electronic means, of the appointment or removal of a committee member. The President’s decision to appoint or remove a committee member is subject to review, and reversal by the Board, upon adoption of a motion presented no later than at the first regular meeting after the date on which notice is given to the Board by the President of the appointment or removal of a committee member.


Board committee meetings are subject to, and shall comply with, the Open Meetings Act.


Periodically, and without any connection to a Board committee, one or two Board members may meet with members of the District community or other persons of interest in furtherance of the work of the Board. Unless otherwise directed by the Board or required by law, such meetings are not subject to the Open Meetings Act. Because recording of such meetings is likely to inhibit unstructured and free communication, recording by any electronic means without the consent of the Board members present is prohibited.

Special Board Committees
Special Board Committees may be created for specific purposes or to investigate special issues, as identified by the Board at the time of creation of the committee or as thereafter modified by the Board. Unless otherwise stated by the Board at the time of creation, a special committee shall be automatically dissolved after presenting its final report to the Board. 


Standing Board Committees
Standing Board Committees are created for indefinite terms to fulfill continuing District needs for investigation and monitoring of specific issues. The following Standing Committees shall be established:

  1. Board policy committee. This committee researches policy issues, and provides information and recommendations to the Board.

  2. Board finance committee. This committee reviews overall District finances, including the budget, tax levy and audit.

  3. Parent-Teacher Advisory Committee. This committee assists in the development of student behavior policy and procedure, and provides information and recommendations to the Board.  Its members are parents/guardians and teachers, and may include persons whose expertise or experience is needed. The committee reviews such issues as administering medication in the schools, reciprocal reporting between the School District and local law enforcement agencies regarding criminal offenses committed by students, student discipline, disruptive classroom behavior, school bus safety procedures, and the dissemination of student conduct information.

  4. Behavioral Interventions Committee. The Behavioral Interventions Committee, coordinated by the Executive Director of the Special Education Cooperative, develops and monitors procedures for using behavioral interventions in accordance with Board policy 7:230, Misconduct by Students with Disabilities and provides information and recommendations to the Board. Committee reports and recommendations are made to the Board upon its request.


Superintendent Committees
The Superintendent may create Superintendent Committees as he or she deems necessary and makes all appointments. Superintendent committees report to the Superintendent. Unless otherwise directed by the Board or required by law. Superintendent Committees are not subject to the Open Meetings Act.
